The Emperor appointed the Archduke Ferdinand (heir to the throne) Inspector-General of the whole army. BANQUET GIVEN BY THE KAISER AUSTRO-GERMAN ALLIANCE. BERLIN, 19th August. The Kaiser gave a banquet in honour of the Emperor Franz Josef's birthday, and thanked him for his efforts to preserve the peace of Europe during the Balkan crisis.
