BIRTHDAY CELEBRATIONS. (By Telegraph.— Press Association.— Copyright.) VIENNA, 19th August. There were great rejoicings on the occasion of the Emperor Franz. Josef's eighty-third birthday. The Emperor appointed the Archduke Ferdinand (heir to the throne) Inspector-General of the whole army. BANQUET GIVEN BY THE KAISER AUSTRO-GERMAN ALLIANCE. BERLIN, 19th August. The Kaiser gave a banquet in honour of the Emperor Franz Josef's birthday, and thanked him for his efforts to preserve the peace of Europe during the Balkan crisis. He added that the Austro-German Alliance, will be preserved for the benefit of the world. [Franz Josef, who has just celebrated his eighty-third birthday, has occupied the throne for sixty-five years. An English paper remarked some time ago : Ho has given lm country almost all a man can give. At the age of 18 he sighed, "Adieu, my youth!" and mounted the throne as successor to the Emperor Ferdinand. He lost his wife, by the hand of a murderer, and his only son met with as tragic an end. Nor have his troubles and his sorrows been domestic only, He has ruled a realm where national differences are constantly making themselves felt. Yet to-day this wonderful old gentleman leads still an active and a healthy life. He deer-stalks two or three times a week, and the exposure seems to have a rejuvenating effect on a body so long accustomed to it. His whole day is conducted on Spartan lines. He rises at four, and after a cold water douche and short interruptions for meals, he works at matters of State till two.
