LOCAL POWER OF CENSURE. The following question of interest to moving picture proprietors was put by the member for Hutt (Mr. T. M. Wilford) to the Minister of Justice (Hon. A. L. Herdman) :-~" Whether he will amend the Municipal Corporations Act by providing that all biograph operators in cities of a population of at least ten thousand be required to obtain from a local authority a certificate of fitness?" To this the Minister replied as follows this afternoon : — "The amendment of the Municipal Corporations Act already introduced does not contain Buch provision. If licensing of biograph operators is necessary for public safety, there does not appear to be any reason to dispense with licensing where the number of the population is less than ten thousand. The Government does not consider the matter is urgent, though the allied subject of a ' local power of censure on the pictures is receiving consideration."
