Convention was addressed by Mrs. Fell on "Forced Labour Colonipg," and Mrs. Bendely on "Work for the Euf ranebised. " It was resolver! : "This convention respectfully urges tl-o Government to found some Slats farm or colomea on Swiss linos where wastrels, confirmed drunkards, and other 'work-shy' individuals could be sent, and to pass legislation, empowering Magistrates to commit these loafers to such institutions whom they would cease to spread contagion of disease, and possibly learn to bo U3eful citizens,"
