MR. ROOT'S CAMPAIGN. By. Telegraph.— Prwe Association.— Copyright. (Received January 22nd, 2.20 p.m.) WASHINGTON, 21st January. Mr. Elihu Root has commenced a campaign of the United States. He will either withdraw from his present stand or submit the Panama question to arbitration. The United States, he says, .is not free to discriminate in its own favour j it must, have a decent regard for the opinions of mankind.
