"'(3) On the question of introducing an overlapping ticket system with sections radiating from the General Post Office and south end of Featherston-street on all lines passing or radiating from these points, thereby replacing the present regular sections at Cambridge Terrace and Veitch and Allen's corner with overlapping sections from tho General Post Office and Featherston stieet " ' (4) Reconsider the present concessions and report on any improvement that can bs made.'
