STORMY SPEECHES. TURKISH GOVERNMENT THREATENED. CONSTANTINOPLE, 21st Sept. In the Armenian National Assembly there _ were sqme 6tormy speeches. The Turkish Government was ' accused of unwillingness or inability to maintain public security in Armenia. The Bishop of Pera favoured demanding arms from the Government, and, if these are refused, that the people should refuse to pay taxes. Mussulsmans at Diakova and Ipek have threatened the Porte with a general m> surrection if it entertains the proposals made by Count Leopold Berchtold, Austrian Foreign Minister, for intervention by the Powers.
