The Daily Telegraph's Berlin correspondent reports that although the Social Democratic Congress adopted, by a large majority, a resolution favouring international disarmament, there was evident a strong under-current of Anglophobia. One speaker even went so far as to questioil Britain's good faith in her suggestions on the subject.
