Sazonoff, Russian Foreign Minister, and Sir Edward Grey, Secretary of State for Foreign Affairs, will find a method of safeguarding both countries' interests in Persia without violating Persia's integrity or depriving her of such independence as she still possesses. The Daily News and Leader declares that despite the Anglo-Russian agreement, Northern Persia is under Russia's heel. Liberals must insist on the withdrawal of Russian troops ; otherwise Russia will not retain Britain's cooperation. WHAT A RUSSIAN PAPER URGES. LIBERTY OF ACTION SHOULD BE SAVED. ST. PETERSBURG, 21st Sept. The Novoe Vremya urges Britain and Russia to save liberty of action in their respective spheres of influence. It remarks that Teheran is without doubt within the Russian sphere, and it is imperative that the British people should be convinced of this simple tiuth. "CLEAR OUT OF PERSIA!" A RAILWAY STATION INCIDENT. LONDON, 21st September. When M. Sazonoff, Russian Foreign Minister, reached the Victoria railway station, a man rushed at his carriage flourishing a placard, and shouting, "Clear out of Persia." Detectives seized the man, who proved to be a member of the Anglo-Persian committee. He was released. KERMANSHAH EVACUATED BY REBELS. (Received September 23, 8.48 a.m.) TEHERAN, 22nd September. The uncle of the Shah, Salar-ed-Dqw-leh, has evacuated Kermanshah, which has been occupied by Government troops. '
