PRESIDENT TAFT AND CONGRESS. By Telegraph,— Preae Association.— Copyright. WASHINGTON, 20th September. President Taft has written to the Hon. Franklin MacVeagh, Secretary of the Treasury, attacking Congress for its methods regarding finance. He says the United States is the only important country in which no Budget is presented to Congress and makes appropriations without examining the financial conditions. Mr. Taft has ordered the heads of departments to submit estimates to the President before they reach Congress.
