Reuters Agency at Constantinople re. ports that the project of Count Berchtold, Austrian Foreign Minister, to secure autonomy for Albania is considered closed, and that the Porte is reassured regarding the situation in the Balkans. NORTH-WEST ALBANIA. SITUATION CRITICAL. CONSTANTINOPLE, 19th Sept. The situation in north-western Albania is critical. A general insurrection of the Malissori threatens Scutari and Durazzo, and the Turkish troops being insufficient to cope with it the Bashi Bazouks of Scutari have been mobilised and reservists and volunteers called out at Durazzo. A member of the Cabinet, in the course of unofficial statements, declared that some members of the Government would not be sorry if the threat were carried into execution.
