TO-DAY'S PROCEEDINGS LEGISLATIVE COUNCIL. The Council met at 2.30 p.m. Leave of absence was granted to the Hon. Sir Maurice O'Rorke on account of ill-health. The Prisons Amendment Bill was put through its final stages. • The Minister of Internal Affairs (the Hon. H. D. Bell) moved the second reading of the Gold Duty Amendment Bill, which has already been passed by the House. The Hon. S. T. George said that he saw a danger in the Bill. It was possible to convert gold treated by the cyanide process into " jewellers' sweepings." The regulations under the Act would have to be made very stringent. The Minister stated that the difficulty suggested would be adequately dealt with by way of regulation. The second reading was agreed to on the voices. The Hon. Mr. Bell moved the second reading of the Waihou and Ohinemuri Rivers Improvement Amendment Bill, ! already passed by the House. The Hon. 0. Samuel raised a point •of order that the measure was really a local Bill and that the ordinary rules applying thereto had not be complied with. The Minister said that the point raised by Mr. Samuel had been discussed again and again. He asked that Mr. Speaker should consider the matter and rule on the point on the committee stage of the Bill. The Council offered no objection to this course, and the second reading of the Bill was carried on the voices. (Left Sitting.)
