President Taft is appealing to Congress to provide funds for officers and men of the Naval Service left without pay through th« veto imposed on the Naval Appropriation Bill in consequence of the Bill containing "tacked on" measures. The United States is now •without funde for the Army and Navy officials, and the Government is liable to fines if it conducts the Government machinery without funds.
