The Government has proposed reopening a narrow channel between the mines and the Dardanelles for the use of neutral shipping, but tho commander of the fort* declined to take- tho reeponsibility while Italian warships are in tho Archipelago. There is an unprecedented' collection of vessels ladon with cereals, flour, and petroleum, in the Bosphorous.
