In. introducing the Navy Bill in th» Reichstag Herr Bethmann Hollweg, Imperial Chancellor, said he was convinced non« of the great Powers was seeking a quarrel with Germany, though there was a danger of the nation being driven to ■war by a noisy fanatical minority. It would be disastrous if they returned to the principle of meeting naval expenditure by loan moneys.
