UNITED LABOUR.
NEW PROPOSALS FINALLY ADOPTED. THE MUNICIPAL CHARTER. The Labour Unity Conference concluded its deliberations at midnight, and finally adopted the constitution, (which was published in The Post last evening), with a few amendments. The only important alteration made (apart from the clause referring to organised action) was the striking' out of the "elective executive" plank of the political platform and substituting a' provision that all Labour Ministries be elected by the caucus. LOCAL POLITICS. The conference also embodies the following municipal charter in its constitution :—: — 1. Municipalisatiom of public utilities. .2. Maintenance and extension of the existing municipal trading services. • 3. All community enterprises, such as tramways, lighting, .water supply, baths, markets, etc., to ue conducted .and controlled by the municipality. , GENERAL PROVISIONS. It was also decided to add planks providing for the abolition of grand juries, appointment, of public defenders as well a« public prosecutors, statutory preference to unionists, State life, accident, and' unemployment insurance, and a graduated income tax on" 'scientific principles. The conference carried the following resolution amidst hearty cheering : — "That we, the delegates who have attended the Unity Conference and have taken part in the deliberations, of the conference, mutually pledge ourselves to organise for, advocate, and support, the constitution and objects Qf the United Labour Party. 1 ' Professor Mills remarked, that his cou^ tract with the New Zealand Labour' bodies was now terminated. The conference passed a resolution heartily thanking him for the great services he had Tendered to Labour. / The following were appointed a Dominion executive : — The Hon. <J. T. Paul (president), Messrs. T. O'Byrne, Southland (building trade group), W. A. Veitch, M.P. (affiliated transport workers, including railway men), J. Robertson, M.P. (affiliated agricultural and pastoral workers), J. Peltard (affiliated printing trades), G. R. Whiting, Christchnrch (boot textile and clothing trade), J. A. M'Cullough (affiliated wood and metal workers), E. Tregear (affiliated commercial workers), A. Withy (affiliated professional workers), E. J. Carey (affiliated food workers), J. E. M'Manuß (affiliated general workers), D. M'Laren (affiliatea radical and progressive associations), Arthur M'Carthy (secretary and treasurer). The secretary of the conference (Mr. D. Sullivan) was accorded a vote of thanks for hia services. A final meeting is being hold to-day to discuss working details. The president (Hon. J. T. Paul) remarked to a. Post reporter to-day that ho had never witnessed such enthusiasm at a Labour Conference as that which, marked last night's proceedings.
