Sir, — Since writing you on the 30th lilt, that the Ward Ministry would resign in favour of a, Cabinet to b& formed by Mr. Millar or Sir James Carroll, it has been decided to vary this programme in favour of Mr. Massey, by allowing him to form a Ministry when Sir J. G. Ward resigns, which Cabinet the Liberal and Independent Labour, Party will promptly dismibs from office when> Parliament assembles, so that, the Governor can then ask Mr. Millar" to_ form a Government.
