With this and other amendments, the Bill was reported. ADMINISTRATION AMENDMENT. The Hon. A. T. Ngata moved tho second reading; of the Administration Amendment Bill, which seeks to give effect to a representation of the Imperial authorities in regard to the execution of bonds and letters of administration by the Public Trustee. Later oil it was proposed to add two further^ clauses to tho Bill (at the instance of the Public Trustee) dealing with the administration of wills. Tho Bill was read a second time without discussion. TRAMWAYS BILL. Tho Hon. R. M'Kenaie moved the second reading of the Tramways Amendment Bill, which; he explained, con* j tamed no contentious matter. After the Minister had briefly ex plained the Bill, Mr. Herl'ies raised the point that clause 2 wae an appiopriaticiu clause and that the Bill should have been introduced by a Governor's Mcc- ! sage.
