The Marquis Kateura has resigned the Premiership, and recommended tho Marquis Saionji as his successor. 'Marquis Saionji is leader of the party as the Seiyii'-Kai, or Constitutional Political Aspociation. It was formed by the Marquis Ito in 1900, and haa since been numerically the strongest party in the Japanese Lower House. Marquis Saionji became Premier in January, 1906, but his Ministry was subsequently defeated by a combination of other parties.
