♦ : AMERICA AND BRITAIN. A REPORT. DISPUTED MATTERS TO BE CLEARLY DEFINED. By Telegraph. — Press Association. — Copyright LONDON, 2nd May. The Daily Telegraph states that the Anglo-American Peace Convention will probably be signed in a fortnight. It will include an arrangement whereby a special agreement will be made in each case wherein the disputed matters will be clearly defined. Great Britain reserves the right* before concluding a special agreement affecting the vital interests of a self-gov-erning Dominion to obtain the concurrence of that Dominion's Government. March) awakening to the> fact, that an v epoch-making tneaty is in course of negotiation, and their comments reflect the cordial endorsement which has been accorded in official circles in Wasbingtcn to the speeches of Sir E. Grey and Mr. Balfour. President Taft is following with th© keenest interest the discussion on the proposed conclusion of a general arbitration treaty, and is delighted with tho manner in which the proposal was iv*neived in Britain, as indicated by the speeches of Sir E. Grey and Mr. Balfour. Mr. Taft is extremely hopeful that both countries will adopb th© treaty, which he believes will be a great step towards the abolition of war. With war practically impossible between the two great English-speaking nations, there is every Tea«on to hope, according to Mr. Taft'a view, that other nations may reach a similar agreement, and that this will make for universal peace.]
