CLAUSE 2. APPLYING "KANGAROO" CLOSURE. AMENDMENTS DISPOSED OF. . By Telegraph.— Press Association.— Copyright. (Received May 3, 9 a.m.) LONDON, 2nd May. The House of Commons, by means of the "kangaroo" closure, disposed of the amendments to clause 2 of tho Veto Bill. Mr. Asquith (Prime Minister) agreed that th© two years that shall lapse prior to the passage of Bills over the head of th© House of Lords shall date from their second reading, not from their introduction. The* Government refused to accept an amendment to the effect that ensuing sessions should b© of ordinary length, riofc bogus sessions in order to evade th© Parliament Bill. [Th© first subsection of clause 2 reads: — ■'"If any Bill other than a Money Bill is passed by the House of Commons in three successive sessions (whether of the same Parliament or not), and, having been sent up to the House of Lords at least one month before tho end of the session, is rejected by th.9 House of Lords in each of those sessions, that Bill shall, on its rejection for the third iini& by th© House of Lords, unless th© House of Commons direct to the contrary, be presented to His Majesty and become an Act of Parliament on the Royal Assent being signified thereto, notwithstanding that tho House of Lords has not consented to the Bill : Provided that this provision shall not take effect unless two years have elapsed between the date of the first introduction of the Bill in the liouse of Commons and the date on which it passes the House of Commons for th© tmrd time."]
