The newspaper Observer's Teheran i correspondent states that Russia is withdrawing her troops from Kazvin, an important seat of trade at the crossing-place of the trade routes from Resht and Tabriz to Teheran. [The following message was received j on 27th November last : — "Reuter's Te- ! heran. correspondent states that 600 Rusj sian troops are reported to have landed at Enzeli, tho Persian port on the Caspian Sea, whence they are proceeding to Kazvin, which lies half-way on the road to Teheran. The opinion prevails in diplomatic circles that the Russian occupation of Persia is assuming a character of permanency.]
