SELF-RELIANT POLICY REQUIRED. By Telegraph.— Press Association.— Copyright, CAPETOWN, 30th January. Lord Methuen, Commander-in-Chief in South Africa, speaking at a banquet, dwelt on the advisability of the South African Army being able to fee the Imperial garrison, enabling the latter to go anywhere when. required. He said he was con- j vinced that South Africa would be ready to help tho Motherland in case of need. He remarked that tho Cape Mounted Rifles formed a nucleus which might be increased. He eulogised tho cadet corps.
