The Hongkong Chamber of Commerce has passed a resolution supporting the position taken up by the London Chamber with regard to the injurious effect of the Declaration of London. AN OFFICIAL DEFENCE. SECURITY OF FOOD CONVOYS. RIGHTS OF NEUTRALS DEFINED. LONDON, 28th January. The Haily Mail publishes what it terms official defence of the Declaration of London. It is pointed out that the ships of belligerents have no immunities under the Declaration, and that the security :of food convoys is dependent on their own navies. The opponents of .tie Declaration kept this view in the background, creating the impression that merchantmen — British or neutral — would sail on the high seas unprotected and at the mercy of an enemy. The Declaration, adds the Mail, secures and defines the rights of neutrals and provides a tribunal uncontrolled by belligerents. The question, therefore, is whether local prize courts' are-safer than international.
