WHAT THE REFERENDUM WOULD IMPLY. GREATEST REVOLUTION 'SINCE MAGNA CHARTA. (Received December 3, 10 a.m.) VIENNA, 2nd December. The Newspaper Fredenblatt considers that the establishment of the referendum would imply the greatest Constitutional revolution in England since Magna Charta, but it fears that it would expose the country to a perpetual party struggle, and result in the enfeeblement of Parliament. HOME RULE FOR IRELAND. MR. PRIMROSE DECLARES AGAINST IT. (Received December 3, 9.30 a.n>.) LONDON, 2nd December. The Hon. Neil Primrose, youngest son of the Earl of Rosebery, speaking at Wisbeck, for which he seeks re-election, said he was not a HornS Ruler. It would be possible for the Irish to manage a few* more of their own affairs, but he would never give them full management.
