PAPAL DECREE MISUNDERSTOOD. By Telegraph.— Press Association.— Copyright . LONDON, 4th October. The Rome ocaTespondent of the Catholic Herald states that the Papal decree relative to children receiving their first Communion at the ago of seven years has been misunderstood. The Pope only counsels that cnildren should receive the Communion at as early an age as possible, leaving it to their guardians and father-confessors to decide whether their faculties are sufficiently developed to justify the reception of the Sacraments of Penance and the Eucharist.
