DEPUTATION REGARDING SCANDALS.

LONDON, 4th July. Sir Edward Grey, Secretary of State for Foreign Affairs, replying to a deputation, said that if Portugal's new regulations resulted in the continuance of abuses in connection with the cocoa plantations at San Thome, he /would be unable to appoint a British Vice-Con-sul to be stationed in the island.
