Mr. Clark, leader of the minority in the House of Representatives, described the Payne Tariff as a transparent humbug. His remarks are considered to be the keynote of the Democratic arguments during the November Congressional campaign. Mr. Foss, Democrat, advocated reel- i procity and Anglo-Saxon unity, particularly closer relations with Canada.
