Mr. Roosevelt, in an address at the Egyptian University, expressed tho abhorrence by the civilised world of the mufder of Boutros Pasha, Egyptian Premier. The murderer had reached a pinnaclo of infamy. Mr. Roosevelt emphasised the need for n right conception of tho functions of education. Paper constitutions were, he said, futile, unless the people could lely on self-government.
