—111 1 MANIFESTO BY THE TSAR. LAWS AFFECTING THE GRAND DUCHY. MATTER OF PROCEDURE. By Teleg raph. — Pren Association.— Copyright* (Received March 29, 10 a.m.) ST. PETERSBURG, 28th March. Th© Tsar has signed a manifesto commanding tho intioduction in the Duma and the Imperial Council of a Bill concerning the procedure to be observable in tho ca*e of laws affecting Finland only and those of the empire generally. The Finnish Diet's views thereon shall be submitted for tho Duma's and the Council's consideration. His Majesty is confident that the Duma and the Council will fulfil the task of piomoting the unity and integrity of the empire and the prosperity of all faithful sub- ■ jeets. The result of the elections in Finland, which tends to strengthen the control of the Diet by the Social Democrats, is (stated the St. Petersburg correspondent of The Times on the 4th of last month) a great disappointment to Finland's Russian friends. Less than 60 percent. of the electors polled, the absentees being chiefly supporters of the moderate parties, aim as a result the Diet will be deprived of imi< h of iv authority. This ia particularly deplorable at the "present juncture, when the Russian Nationalists are seeking to curtail Finnish autonomy.
