LOCAL AND GENERAL. A San Frandsco mail, brought to Auckland by the steamer Earl of Elgin, arrived at Wellington by the second express early this morning. English, Auetralian, and. Vancouver mails are due to-morrow at Auckland by the Maheno, from Sydney. The Southern, portion, should reach Wellington by the Main Trunk express on Monday aftsrnoon. During the month of February the following were the death-rates per 1000 of population in the four chief cities : — Auckland, 1.18; Wellington, 0.89; Christchurch, 0.72; Dunedin, 0.87. Including suburban boroughs, the death rates were: — Auckland, 0.94; Wellington, 0.88; Christchurch, 0.69; Dunedin, 0.77. The Government has decided to set up a board of enquiry under the Civil Service Act to investigate the charge* make against Mr. Peter Heyes, Commissioner of Taxes. The board will consist of Dr. Fitchett (Public Trustee), Professor Salmond ( Solicitor-General £, and Mr. Waldegrave (Under-Secretary, Justice Department). The enquiry will be a departmental one, but the witnesses will give evidence on oath. A cheque for at last £150 will ba handed over by the Shannon Concert and Bazaar Committee to Mother Mary Aubert for her Wellington homes. On the suggestion oi Councillors Luke and Atkinson, an appeal was made by the City Council to the Treasury for an advauce of £33,000 for the Wadestown tramway loan. The Government has declined to grant the loan, which will now probably have to be floated at 4 per cent., with 1 per cent, sinking fund, instead of 3£ per cent., the State Advances rate. A conference of representatives <>f all Eainters' unions in the Dominion v eing held at the Trades Hall to consider matters strictly concerning workers. Among the- delegates present are Messrs. F. Reyling and W. Cooper, Wellington, Hart and Bell, Christchurch; Chetwynd and Campbell, Dunedin; Buckler, Auckland; Cook, Napier; Martin, Wanganui ; Rogers, Palmerstoji North; Glue, Ashburton; and Macpherson, Ashburton. The work of removing the rock pinnacles in the Rangitoto Channel, where the steamer Kaipara struck, was commenced a few days ago. On Wednesday two 251b charges of dynamite were fired, and a large portion of the rock was removed. There was nothing in the way of spectacular display, the water in the vicinity of the rock merely boiling up and discolouring with the fragments of rock which had been pulverised.
