DEBATE ON THE BUDGET. PRINCE BULOW RETIRING. By Telegraph.—Press Association.—Copyright. BERLIN, 12th July. Speaking in the Reichstag on the Imperial Budget proposals, Herr yon Bethmann-Hollweg, Secretary of State for the Interior, declared that the Governments of the federated States considered that the necessity for placing the Imperial finances on a sound basis outweighed the defects which they had been obliged to take with the bargain that mid been made. The House passed the various taxation Bills through the third reading stages. Speakers of most of the parties in the Reichstag paid a sympathetic tribute to the retiring Chancellor, Prince Bulow. Social Democrats declared that Germany was moving in the direction of financial collapse, unless »xpenditure on the Army a-nd Navy was restricted. National Liberals, commenting on the Prussian Poles' adhesion to the new majority, placed emphasis on the apparent desire of the Poles to be rid of Prince Bulou, while the Radical People's parly eulogised the Prince as a constitutional statesman.
