TROUBLE AT PORTO RICO.
ASSEMBLY REFUSES SUPPLIES. By Telegraph.— Press Association.— Copyright. WASHINGTON, 11th May. President Taft, in a Message to Congiess, states that a grave situation has arisen at Porto Rico (one of the Antilles Islands, ceded by Spain to the United States in 1898), owing to the failure of the Porto Rican Legislative Assembly to pass Appropriation Bills. He concludes that the people of the colony are incapable of self-government, and that political power was extended to them too soon. The President recommends the compulsory appropriation of the necessary, funds.
