REACTIONARY INTRIGUES. By Telegraph.— Press Association.— Copyright. ' ST. PETERSBURG, 11th May. The Tsar vetoed a Bill creating a Naval General Staff, after it had been passed by the Duma and the Council of the Empire. The Government had introduced the measure, with the Tsar's consent, but the reactionaries, led by Count Witte (a former Minister) and M, Durnovo, persuaded the Tsar that the Bill was an attempt to undermine the autocracy. Count Witte's real object, it is stated, was to secure the resignation of M. Stolypin, the Premier, but the Tsar refused to accept this.
