WHOLESALE LICENSE REFUSED
SUPREME COURT MAY" BE ASKED FOR A RULING. At a specially-convened meeting of the City Licensing Committee, presided over by Dr^ M' Arthur, S.M., and attended by Messrs W. J. Helyer, G. Petherick, J. Smith, and G. Tiller, the principal business was the consideration of an application for a wholesale license made on behalf of A. Avison, of the Town and Country Supply Stores, corner of Cuba and mgestre-streets, by Mr. A. S. Menteath. On the committee expressing its objection to granting licenses to premises connected with a retail grocery business, Mr. Menteath submitted that the committee, by refusing the license on such grounds, was navurally creating law, instead of administering it. While certain persons — auctioneers and others — were expressly barred by statute from holding licenses, such was not the case with grocers, and Mr. Menteath intimated that if the committee persisted in its refusal he would be compelled to apply fto the Supreme Court for a ruling. The committee, however, held to its decision, and unanimously refused the application. j
