In a speech before the Liverpool Shipbrokers' Benevolent Society, Mr. Runciman, President of the Board of Education, said he hoped that the present Parliament would not touch on shipping legislation. Merchant shipping, he declared, was a. delicate organism, so that politicians and others who were inclined to interfere with shipowners and shipping mat-, ters had better be warned to keep their hands off.
