BULGARIA REPLIES TO THE POWERS. PROMISES MADE. WISDOM OF LEADERS OF RUSSIAN OPINION. By Telegraph.— Press Association.— Copyright (Received October 31, 8.22 a.m.) LONDON, 30tb October. The Times says that in her reply to the Powers Bulgaria promises to .dismiss the reserves with the colours on Monday next, and not replace them. She also undertakes not to trouble the peace, and try to arrive at a direct understanding with Turkey. This undertaking is considered not unsatisfactory, though it does not contain a deft nite admission of Turkey's right to compensation. The best hope of a rapid peaceful solution of the difficulty, says the correspondent, lies in the wisdom of the leaders of Russian opinion and tho moderation of M. Isvolsky, Russian Minister for Foreign Affairs. Since the Russian leaders succeeded in calming the nation regarding the Dardanelles, they may succeed in influencing opinion upon the demands of the Southern Slavs.

WARLIKE FERMENT. SERVIAN PRINCE IN RUSSIA. PRELIMINARY AGREEMENT. L.ONDON, 30th October. The Times St. Petersburg corresDondent states that the warlike ferment is spreading through the provinces, and resembles that prevailing during the period preceding 1887, while Bulgarian affairs were hanging in the balance til' the deposition of Prince Alexander placed Prince Ferdinand on the throne. The Servian Crown Prince is being feted everywhere. SOFIA, 30th October. A -preliminary agreement has been reached in connection with the negotiations between the Bulgarian and Turkish representatives.
