The Daily Mail says that Sir Edward Grey, Secretary of State for Foreign Affairs, is making friendly representations to Japan regarding the Takumen Railway. China has defiantly disregarded Japan's protests against tho construction of a proposed railway from Hsin-min-tun to Takumon. This has caused much indignation in Tokio. Japan made three protests against the proposal, the last one just prior to the signing by China of an agreement with a British syndicate £or the construction of the railway. The protest of Baron Hayashi, Japanese Minister to China, against tho extension of tho railroad, gives as a reason that a line running parallel with the South Manchurian railway would injuriously affect tho Japanes& railway and pronounces untenable China's rejoinder that the line would not be built nearer tha Japanese line than is customary in foreign countries. Japan's course is no longer considered a mere pretence by Great Britaiu, in view of tho official action taken, but a violation of equal rights severely aifecting British interests.
