Wishing to show the solidarity of Austria and prove that the Novibizar Railway does not interfero with reforms, Germany haa induced tho Sultan to agree to a renewal of the. mandates to officials in Macedonia. However, owing to the Ambassador's divergencies regarding the details of reforms, the Sultan rejects these, hoping to proscrastinate. Newspapers show that a renowal of the mandates merely prolongs the present unsatisfactory situation. . It was feared that the feeling between Russia and Austria because of the latter obtaining from the Sultan of Turkey a concession to build a railway to Novibazar, in Bosina, would have the effect of interfering with concerted action in regard to tho onforcing of reforms in Macedonia. A reform scheme was drawn up in 1902 by Russia and Austria, but it was never carried out. Turkey has throughout pursued a policy of evasion, and foreign ofiiccrs appointed under tho scheme have been deliberately obstructed in their work.
