The Government has introduced a special procedure resolution of the guillotine type in order to greatly accelerate the passage of the Scottish Small Landowners' and Land Values Bills. The Timc3 says th» step involves constitutional issues of the first importance. Last session the House, of Lords negatived the Land Values (Scotland) Bill, and the Small Holdings Bill was abandoned by the Government owing to tho attitude assumed towards it by tho LoTds. In the recepe it was stated that tho Government would during the current session reintroduc© the measures, pass them by means of the closure in tho House of Commons, and then send them to the Houso of Lords, backed by a popular agitation in Scotland.
