America is sending two more submarines to Manila, making four in all. A DEFICIT. NEW YORK, 7th February. Owing to an expected deficit and reduction in revenue, it is understood that Mr. Metcalf, Secretary to Iho United States Navy, must be content with eight millions sterling instead of fifteen millions for the building programme of his department, and with two new battleships instead of 'four. It was asserted by Captain Hobson, nnd not denied, that President Roosevelt had a desire that ten millions sterling should bo appropriated yearly for the building of fivo TJrep.dnoughts. The Naval Appropriation Bill of 1907 provided for an expenditure of £23,719,600, as compared with £19,267,608 for the previous year. The Secretary of tho Navy proposed to spend £25,008,298 during the year beginning Ist July, 1903, and tho General Board asked for four more battleships, throe scouts, six destroyers, and four submarines.
