It is repotted that in consequence of the non-acceptance by France of recent proposals for the flotation of a Russian loan, as put forward by M. Isvolsky, Russian Minister for Foreign Affairs, M. Bompard, French Ambassador at St. Petersburg, mst with a very cool reception by the Tsar. M. Bompard has now asked to be recalled. M. BOMPARD'S SUCCESSOR. (Received February 7, 8.30 a.m.) . PARIS, 6th February. Admiral Fouchard has succeeded M. Bompard as French Ambassador to St. Petersburg. In July of last year, the St. Potersburg journal Novoe Vremya published a sensational .article attacking the French Government and hinting at the possibility of a rupture of the Franco-Rus-sian alliance. Tho offence of tho French Government seemed to consist in the refusal to allow any fresh loans to be raised on the French money market without the sanction of the Duma, and "no Duma," stated tho author of the articlo on tho attitude of France, "no loan." This impertinence on the part of the allied nation raised the ire of tho writer, who assured her that she ought rather to bo thankful to Russia for relieving her oveiliowing market of superfluous capital. Tha writer concluded by warning Franco that if she continued to neglect tho interests of Russia the latter would have to relegate the Franco-Russian alliance to the limbo of history and look for allies in another direction. At that time it was said that the financial difficulties of tho Russian Government wore fast becoming unbearable, so that the reserved attitude of the French Government on the question of a loan wah being felt most acutely.
