DELCASSEISM. EX-MINISTER'S RECENT SPEECH.

A communique to the Suddentsche Schereichs Correspondenz, the organ Prince yon Bulow, linpeiial Chancellor, bitterly criticises the details of Mr. Delcasse's recent bpeech in the French Chamber of Deputies. The papsr does not believe that the future belongs to Delcasseism, which it defines as the attempt to play off the alliance with Russia, the entente withBritain, open or secret agreements with Spain, and known or unknown arrangements with Italy, against Germany, for thus the peaceful development of Europe would be impeded. M. Delcasse was French Foreign Minis-, tor in 1905, when the steps he took to secure the interests of France in Morocco were resented by the German Emperor, with the result that the Minister had to resign. The speech which Prince yon Bulow's organ now takes exception to was delivorcd at the close of last week, ne censured tho Socialist deputies for opposing the Government of tho Republic in vigorously canying out in Morocco the mandate of the Powers delivered ?t Algcciras.
