JAPANESE FOR CANADA. PROHIBITORY REGULATIONS.

The Standard's Ottawa correspondent repprts that 'the Canadian Cabinet has sanctioned regulations prohibiting the entry into the Dominion of all Japanese immigrants, except such as come djrect from Japan. The great influx of Japanese coolies into British Columbia three month* ajio has been followed by another largo incursion of alien labour. A Vancouver /telegram recently stated that friction bad arisen between the Japanese consul land ' the authorities of the city regarding the landing of a largo number of •Japanese from Honolulu. In consequence of the influx of alien labour into British Columbia the Legislature in April last passed an Immigration Bill ' which was intended chiefly to exclude Japanese and Hindus. . The Lieutenant-Governor, however, considered that tpe measure violated the AngloJapanese treaty, and he therefore Reserved it for the Royal assent. As mentioned by us before, an agreement between Canada and Japan permits the granting of y one pass per month, and no more, to' an immigrant from each of her 40 districts, or in all 480 passes per annum. However, Japanese have obtained passes to Honolulu, to which their immigration is not Jimited, and after a stay there enter Canada.
