A NAVAL HAKBOUK. GERMAN SCHEMES. By Telegraph.— Frees Association.— Copyright. (Received January 11, 9 a.m.) ' BERLIN, 10th January. The Reichstag Budget Committee voted one and a hall million sterling for harbour construction at Heligoland. The decision was arrived at after hearing a confidential statement as to the need for the proposed; construction. It is proposed to build a naval harbour extending 1000 yards into the sea at tho Bouthern covraer of Heligoland. Heligoland is an island in the North Sea, in length a- little over a mile. It was taken from Denmark by Great Britain' in 1807, and ceded to Great Britain in 1814. In 1890 it was ceded to Germany and attached to the province of Schleswig-Holstein. There is a harbour, and a submarine cable connects the island with Germany at tho mouth of tho Elbe.
