THE DEADLOCK. PREMIER ISSUES A MANIFESTO. By Telrjraih.— Press Association.- Copyright. CAPETOWN, 27th September. The Cape Premier, Dr. Jameson, has issued a manifesto, in which he asks for a mandate from the people to amend the Constitution, so as to prevent blocking of Supply. Dr. Jameson claims that the Progressive party has, by conciliation,-.obliter-ated lacial differences. He announces his intention of dropping the namo "Progressive," and in future the Moderate party will be named the "South African Unionist Party." Its four planks will be :—: — (1) The development of South African products and industries.' N (2) Equal rights for all civilised men. (3) Union of the European races. (4) Union of the South African colonies. Eie Premier adds that the first step towards federation or unification, with a prospect of an early union, must be taken nt tho next Customs and Railway Conferences with tho other colonies. A deadlock .was brought about by the Legislative Council blocking Supply. Tho voting on two" occasions was eleven to teu, the chairman of committee (a, Progressive) each time giving his casting vote against the Government. Dr. Jameson then advised a dissolution, and tho election for tho Council will be held in November, and for th» Assembly in February. Mr. liotha, Premier of the Transvaal, has expressed himself in favour of tho unification instead of tho fedeiation of South Africa. He advocates tho aboli' tion of existing Legislatures and the creation of one Parliament ana one Administration for tho whole- of South Africa. Two months ago, Dr. Jameson, speaking on the same subject, stated that ho expected that when the Intercolonial Conference on Customs and Railways concluded its business early in 1908 it would proceed to consider preliminaries in regard to federation, paving the way for a. national convention elected by thcpeople.
