SPEECH BY MR. LYTTELTON.
(Received June 15, 8.30 a.m.) LONDON, 14th Juno. Mr. Lyttelton, ex-colonial secretary, who is contesting the St. George's, Hanover Square, seat, rendered vacant by the resignation of the Hon. H. Legge, in an election address, dealt with the education question and the need of a wider" basis of taxation and coherent measures for the" defence of British industries instead of a system of drift, misnamed ffeetrade. He asknowlcdges that Lord Elgin's views are backed by knowledgo nnd good sense. A good feeling was, he added, gaining ground, promising the withdraw.il of colonial affairs from the realm of party politics. Mr. M. C. Mallick (Liberal) will contest the seat against Mr. Lyttelton.
