INFORMATION REFUSED. THE TSAR APPEALED TO. LONDON, Ist November. French newspapers declare that for three days the Russian Admiralty authorities refused Count Lamsdorff, the Russian Minister of Foreign Affairs, any information respecting the outrage in thb North Sea, nor would they permit him to telegraph to the fleet. Count Lamsdorff then appealed to the Tsar, who decided against the Admiralty. In the audience which the Tsar gave to Sir Charles Hardinge, British Ambassador at St. Petersburg, on Sunday, his Majesty emphasised his belief that the tragedy was the result of an attack by the Japanese. He referred to the story that Japanese had been sent to Hull to plot the destruction of the fleet.
