The Cabinet Council met yesteiday in connection with the negotiations regarding the Dogger Bank outrage. The meeting dealt with the procedure, scope, and powers of the International Commission of Enquiry. The preliminary Convention is being arranged by Russia. It is hoped that the Commission will comprise jurists of neutral nationalities, aided by naval experts. His Majesty the King summoned the Right Hon. A. J. Balfour, the Prime Minister, prior to the Council meeting, and Lord Lansdowne, Minister of Foreign Affairs, afterwards. The Tsar has sent Admiral Roshdeatvensky, who is in command of the Baltic Fleet, a personal message of encouragement and sympathy. The Times says the presentation of the North Sea case and the reception given to the finding of the Commission will afford opportunities for the exercise of good faith or bad. The success or failure of the experiment, on which words ( ?) of confidence, and many pacific plans may hang, depends almost absolutely on the mutual uprightness of the parties. A large meeting held at Hamburg passed a resolution protesting against the Russians' brutal action in the North Sea, and censured the cowardly abandonment of the trawlers.
