A SURPRISE. SECOND READING CARRIED ON THE VOICES. A aurpriso was sprung on tho House thte afternoon, when tho adjourned debate on the Licencing Bill was expected to 'be continued. Tho Bill was called on in due course, but ho ono rose to speak, and tho second reading was carried on the voices. Tlio reason for this unexpected course of action is not quite clear.
