LONDON, 24th August.
Tho Japanese have occupied Tuipingtze, one milo from Port Arthur, and situated between the city and tho forts on the Russian right wing. Out of a total of twenty siege guns which havo been mounted on Wolf Hill, four are 12-inch guns. An average of eight hundred shells daily are poured into the town. Tho dry dock and railway station aro damaged by shells. Tho Russians declare that a Chinese engineer descried to tho Japanese and supplied them with information which has enabled them to divide Port Arthur into hoctions and accurately bombard tho town.
